The City of Shakopee, Minnesota had a piece of prime real-estate, located in their central downtown, that needed to be brought up to code in order to be sold for redevelopment. WSB was contracted by the city to provide numerous investigation and remediation services for the future site of the DECO Apartments.

To facilitate redevelopment, WSB completed an asbestos and regulated materials survey of the former City Hall building, which led to the identification of multiple asbestos-containing materials. Additionally, the team completed a Phase I Environmental Site Assessment for the site, which identified two recognized environmental conditions, including the presence of an adjacent dry cleaner. WSB coordinated the removal of the former City Hall building, including demolition and restoration specifications, bidding packages, and providing project management and oversight during demolition.

WSB was retained by the private developer, Enclave Development to complete further environmental due diligence services prior to purchasing the newly vacant site. They completed a Phase II Environmental Site Assessment, which identified contaminants and in soil vapor above MPCA regulatory criteria, resulting from the adjacent dry cleaners’ activities. Arsenic was also found in soil, above regulatory action levels.

WSB enrolled the site into the MPCA’s Brownfield Program for eligible technical assistance/liability assurances and prepared a Response Action Plan (RAP) for the proposed redevelopment. Redevelopment of the site was completed in accordance with the MCPA-approved response action plan in January 2020. Response actions included the management of 8,800 tons of chlorinated solvent/arsenic impacted soil and 350 tons of asbestos-containing concrete footing debris. WSB also documented the installation of a passive soil vapor mitigation system beneath the new building to ensure building occupants were protected.

The site is now developed with a mixed-use, five story building consisting of 89 apartment units, commercial retail space, and underground parking.  The new development is in the heart of downtown Shakopee and contributes to the City’s goal of attracting new residents to the local community.
