City of Circle Pines – Environmental Stewardship and Climate Plan

WSB’s Sustainability Team partners with municipalities and Tribal Nations throughout the Midwest to develop climate and sustainability plans that translate long-term environmental goals into practical, locally tailored action. As communities respond to climate risks, evolving planning requirements, funding opportunities, and local priorities, WSB designs each planning process around the client’s unique needs, capacity, and community context.

While every plan is different, WSB’s planning approach typically integrates:

• Goal and strategy development
• Implementation planning

Each project begins with a comprehensive review of existing plans, policies, ordinances, infrastructure investments, and community initiatives. WSB collaborates across departments to understand current efforts, organizational priorities, and implementation considerations before developing new recommendations. This work is strengthened by WSB’s multidisciplinary team of civil, transportation, renewable energy, water resources, and community planning professionals. Our firsthand understanding of infrastructure, capital planning, regulatory requirements, and municipal operations helps ensure climate strategies are realistic, actionable, and integrated with broader community priorities.

This approach guided WSB’s development of the City of Circle Pines’ first Environmental Stewardship Plan, a community-driven roadmap for protecting natural resources, reducing greenhouse gas emissions, preparing for climate impacts, and embedding environmental stewardship into long-term City decision-making. The Plan also helps position Circle Pines to address climate considerations through its comprehensive planning process and advance the City Council’s broader vision for quality of life.

WSB analyzed both a community-wide and city operational greenhouse gas inventory, which found that emissions declined approximately 37% between 2005 and 2024, and evaluated local risks associated with extreme heat, severe storms, flooding, drought, and wildfire smoke. The team also worked with City staff, an advisory committee, and more than 200 survey respondents to identify community priorities.

These findings informed goals and strategies across five focus areas: Natural Systems, Buildings and Energy, Transportation and Land Use, Water and Wastewater, and Waste and Sustainable Living. Adopted by the City Council in July 2026, the Plan provides prioritized actions, implementation considerations, potential partners, and funding opportunities to help Circle Pines turn its long-term vision into measurable progress. The plan’s adoption was highlighted in local media, underscoring community interest in environmental stewardship and long-term resilience planning.

Through projects like the Circle Pines Environmental Stewardship Plan, WSB combines technical analysis, meaningful engagement, and multidisciplinary expertise to help communities secure funding, coordinate investments, strengthen resilience, and build a more sustainable future.
