WSB’s Sustainability Team partnered with the City of Eagan, Minnesota, to develop an energy data management framework and facility audit planning strategy as one of the City’s priority actions selected to implement the City’s newly-adopted Climate Action Plan (CAP). This effort advanced the CAP goal of improving municipal building energy efficiency by 7.5% for electricity and 12.5% for natural gas by 2035. The project included four tasks: cross-departmental project management, data collection and gap analysis, development of a utility data management Standard Operating Procedure (SOP), and facility audit planning.

The Energy Data Management SOP established a systematic, cross-departmental approach to collecting, monitoring, and reporting utility billing data across all municipal facilities. The SOP clearly defined roles and responsibilities for Finance, the Sustainability Manager, Superintendents of Facilities, and Facilities Staff, and documented standardized processes for monthly anomaly detection, escalation, and resolution. The SOP was designed to support cost savings, climate goal accountability, operational excellence, strategic capital planning, and compliance with GreenStep Cities reporting requirements.

The project also produced a prioritized Facility Audit Schedule covering 11 municipal buildings from 2026 through 2028, recommending ASHRAE (American Society of Heating, Refrigerating, and Air-Conditioning Engineers) Level 2, Level 3, and Existing Building Commissioning audits based on factors including energy consumption, occupant use, and maintenance management needs. A Recommended Next Steps document provided a clear implementation roadmap, including utility portal access setup, B3 Benchmarking (a state portal for reporting energy efficiency and other sustainable building metrics in the public sector) streamlining, audit quote solicitation, and process evaluation milestones, ensuring the City had actionable guidance to carry the work forward independently.

WSB’s Energy Data Management and Facility Audit Planning project gave the City of Eagan the foundational systems, cross-departmental coordination structure, and strategic roadmap needed to translate its Climate Action Plan commitments into measurable, data-driven action across its municipal building portfolio.
