Earth month is an opportune time to highlight the strides being made in sustainability, particularly through initiatives like the Buy Clean Buy Fair Minnesota Act, passed in 2023. This act highlights Minnesota’s efforts and commitment to responsible environmental practices, including sustainable construction efforts.

Understanding Buy Clean

The initiative is an industry and government-focused step on carbon emissions associated with construction materials on state-funded projects. Sustainable construction is a key component of Minnesota’s Department of Transportation (MnDOT) strategy with the Buy Clean initiative, due to the state’s commitment to lower carbon materials and responsible procurement practices. This initiative is part of a larger goal to decrease the carbon footprint of construction projects throughout the state. By laying the groundwork for the use of lower embodied carbon products, states like Minnesota are providing examples for how other states can explore these types of approaches to resilient infrastructure.

Broader Adoption and Innovation

Currently, 20 states have implemented their own Buy Clean programs. This highlights the need for broader adoption across the nation, especially in sustainable construction practices. By pushing for initiatives that prioritize sustainable materials, we can pave the way for a more resilient future.

Additionally, the initiative encourages research into products that offer lower emissions and embodied carbon, without compromising on quality, resilience, or durability. This involves thorough testing and evaluation to ensure that materials meet high standards while contributing to a reduction in carbon emissions, which is integral to sustainable construction.

WSB has relevant experience with helping clients analyze and adopt the use of lower embodied carbon materials in infrastructure, such as through pavements utilized in the Heights, a master development project developed by the St. Paul Port Authority.  At the state level, we are coordinating a DOT project in Oklahoma on Balance Mix Design.

These and other real-life examples were discussed at a transportation materials conference that WSB recently co-sponsored. By discussing cutting-edge ideas with key stakeholders through these efforts, we work with other thought leaders to advance cost-effective solutions in sustainable construction.

Environmental Product Declarations (EPD)

A crucial aspect of the Buy Clean initiative is the focus on Environmental Product Declarations (EPD). By obtaining more EPDs, stakeholders can better understand the origin and composition of materials, allowing for informed decisions that prioritize sustainability. The initiative promotes sourcing and availability within a certain radius, ensuring that concrete and asphalt used in projects are both locally sourced and environmentally responsible, which is a prime aspect of sustainable construction practices.

With Earth Month here, it is essential to recognize and celebrate these efforts. The Buy Clean initiative exemplifies how state-level actions can lead to significant environmental benefits, and how collective efforts can drive change. By supporting the implementation of such programs, we are not only contributing to a cleaner and more sustainable planet but also setting a standard for future generations.

Rod Myrick

Rod is the vice president of strategy and construction with over 26 years of experience as a professional engineer. Rod joined WSB through the acquisition of AE in February 2024. His background includes managing complex projects across federal, state and municipal levels. Rod’s extensive portfolio and close collaborations with the Florida Department of Transportation and Florida’s Turnpike Enterprise, has aided WSB’s expansion and presence across the Southeast region. Rod will continue building awareness and forging relationships as WSB continues to establish their presence.

What are the biggest challenges and opportunities for WSB?

The acquisition of AE by WSB marked a significant change from our small company feel to a larger company structure. A challenge for WSB is preserving the close-knit company atmosphere and the camaraderie we have shown to our local communities.

An opportunity for WSB exists in continuing our national presence and becoming the go-to firm for our clients. With our expanded reach, we can identify and address the infrastructure needs across more regions, leveraging our unique brand and collaborative approach.  

You’ve worked in the AEC industry for many years, how has your experience informed how you approach your role at WSB?

How I approach my role is based on an understanding of listening rather than talking. I have learned that it is far better to listen than to talk. You gain more from listening to others than always inputting your thoughts. This was especially true when AE joined WSB.  I’ve spent a lot of time identifying key team members who can help our staff in the Southeast when we need support.  It’s these people who are helping us connect the dots as we grow our presence as WSB.

As vice president of strategy and construction how do you lead the groups you work with and what advice can you give to leaders now and those who come after you?

I lead groups through strategy which is crucial in our operations. Given the number of opportunities open to WSB it is important to understand we cannot pursue every one of them without risking burnout for our team. To avoid this, I focus on opportunities that align with our short-term and long-term goals. This approach further prevents exhaustion and ensures our efforts are made in impactful areas. I lead effective communication to drive our culture through transparency and learning.

Our commitment to staff is to support their goals by providing the necessary resources. To leaders after me understand that WSB has the ability to embrace creativity and entrepreneurship.

Well-maintained, organized infrastructure is vital to safe travel and commerce, including the transportation of materials, goods, and people across the country. The Twin Ports Interchange in Northeastern Minnesota, which connects I-35, I-535, and Hwy 53, needed a significant upgrade to be viable and meet the modern needs of users.

The previous interchange was a series of intertwining and crossing bridges, roads, and traffic signals, serving as the main connection for goods and tourism through the city of Duluth. The original interchange was built between 1969 and 1972, and serves as a vital access point for the port of Duluth, one of the Great Lakes’ major ports.

Alternative Delivery Benefits

Delivered through a CMGC method, the contractor and the Minnesota Department of Transportation (MnDOT) were actively involved from the beginning of design and worked collaboratively to deliver this project. Active participation in early design allowed our team to gain an understanding of the history of the project and the impacts of the unique location and design.  

Engineering Ground Improvements

When the Interstate and interchange were originally built, the engineers were challenged by poor soils. The project area was formerly part of St. Louis Bay and had been filled by various industrial and railroad activities for over 100 years. The solution was to build the highway on low-level bridges on piers, allowing the highway to be supported on piling. The piling was nearing the end of its lifecycle and showed signs of corrosion. In addition, the open bridges between the bay and the neighborhood posed safety hazards, as pedestrians could freely travel under the highway, and through the highly active railyard.

To eliminate the low-level bridges, streamline maintenance costs, and isolate the railyard from the neighborhood, the team chose to build the roadway directly on the ground through the area, using the placement of grouted column ground improvements. The geotechnical team mapped the entire area, determining depths and spacing for over 8,000 ground improvement columns to support the new roadway embankment.

Combining Creeks

Miller Creek and Coffee Creek are two designated trout streams that crossed under the Interstate and ran under city streets. To provide a more suitable habitat for fish and other wildlife, the two creeks were opened and combined into one. Eliminating one entire crossing under the highway saved millions in construction and future maintenance costs.

Relocating Rail Lines

To accommodate construction staging throughout the project, the three-rail lines entering the railyard needed to be relocated three times. Due to the proximity of the bridges and new roadway to the railyard, the collective project partners including owner, contractor, engineer, and the railway worked together to maintain up to ten active rail crossings at a time.

Mitigating Contamination

The surrounding area is rich in industrial history that caused contamination in the soil and groundwater. To pre-treat all the groundwater before it’s discharged to the local wastewater treatment plant, the contractor built a water treatment center. Making these improvements and mitigating contamination allows the project to meet current Pollution Control Agency and Environmental Protection Agency standards.

Construction innovation for the future.

The project’s new design began in early 2019. When complete, the project will not only increase safety, but will allow operations in, out, and around the interchange to run more seamlessly for the interchange’s 80,000 daily users. The new interchange will be able to support the oversize and overweight loads coming in and out of the port. Construction of the Twin Ports Interchange is expected to be completed in 2025.

The materials that are used to build roads and buildings are a vital part of every project. You can’t build a car without all the right parts or make a cake without all the specified ingredients. The final product of a project, whether it be a highway, bridge, or apartment building, is only as good as the quality of materials incorporated. Construction materials specifications become incredibly important when design plans are being developed. When a developer, city, county or the department of transportation sets their project specifications, they do so with longevity and the project’s life expectancy in mind.

Why do we test?

We begin testing at the beginning of a project, and in some cases before, to establish a foundation for success. Both vertical and horizontal construction require material testing and inspections. In both types of development, confirming materials are aligned with the original design helps prevent potential legal claims, safety issues and catastrophic events. It’s why we test materials both in the field and in a lab. Our  lab allows us to test construction materials and assure that the materials have been processed, tested, and reported following applicable standards and specifications. Both field and laboratory testing are critical to ensuring the safety and viability of the materials.

What does the future of materials testing look like?

Like many other areas of construction, technology is changing the construction materials industry and they’re not as far off as some may think. A recent blog discusses new materials on the horizon that could revolutionize the industry. Sustainable material substitutes are being introduced like recycled and pollution-absorbing bricks, translucent wood, and light generating cement. These new materials are results of aggressive and intense research and development. Although not widely used today, these changes will make material testing even more important as we begin to see the next evolution of building materials used in our everyday infrastructure.
