Water Treatment Plant No. 4 CMAR

The new 50 MGD water treatment plant includes a raw water intake tunnel, pump stations, treatment facilities, and a large-diameter tunnel delivering finished water to the Jollyville Reservoir for distribution across the City.

WSB played a key role as part of the Construction Manager-at-Risk (CMAR) team, managing long-lead equipment and subcontract procurements in compliance with Texas municipal purchasing statutes and City requirements. Our team led solicitation development, outreach, bid processes, and technical evaluations to ensure quality and efficiency.

WSB also provided inspection services for the raw water intake tunnels and filter building, overseeing tunneling, structural work, and environmental compliance. These efforts ensured the project met the Owner’s expectations and adhered to design intent.
