WSB partnered with Xcel Energy to deliver a comprehensive reliability and modernization upgrade for Transmission Lines across Carver County and surrounding areas. This two-year initiative addressed aging infrastructure, improved system performance, and integrated fiber-optic communications to support advanced grid monitoring and future needs.
The project included replacement of deteriorated wood poles and crossarms with modern steel and ductile iron structures, installation of upgraded conductors to enhance thermal ratings and clearance compliance, as well as deployment of optical ground wire (OPGW) and All-Dielectric Self-Supporting (ADSS) fiber for robust system communication. Foundation enhancements, such as drilled piers and select culvert installations, were implemented based on geotechnical evaluations to ensure long-term durability.
Work was strategically bundled across multiple segments to minimize outages, streamline construction, and reduce mobilization costs, all while maintaining regulatory compliance and environmental protections. Key improvements included refurbishment, structural and conductor upgrades, and targeted structure replacements to meet FERC clearance standards.
Environmental and avian protection measures were incorporated throughout the project, along with wetland best management practices and soil stabilization. In total, approximately 210 structures were replaced, and systems were upgraded to the standard kV voltage.
WSB’s unified approach delivered a modernized program that reduces outage risk and maintenance costs. Environmental standards for safety and sustainability were met through advanced grid monitoring and regulatory compliance.
