Shawn Napier, PE

Napier serves as Director of Civil Site Development at WSB, where he leads design and construction efforts across Texas and Oklahoma. With nearly three decades of experience in civil engineering, Napier oversees a wide range of services including site selection, surveying, environmental review, geotechnical analysis, and construction management for commercial, industrial, and residential projects. Before joining WSB in 2017, he served as Director of Engineering, Planning, and Development for the City of Paris, Texas, for 14 years. Based in Paris, Texas, Napier is dedicated to delivering practical, high-quality solutions that support regional growth and development.
