Kelly brings 37-years of innovative transportation experience to our clients across Texas. He completed a successful 32-year career with the Texas Department of Transportation as the Dallas District Engineer where he was responsible for a $32 billion portfolio of transportation projects including long-range planning, environmental studies, schematic designs, PS&E development, right-of-way mapping and acquisition, utility coordination, quality assurance oversight of construction projects and material testing. During his TxDOT career, Kelly also served as the Deputy District Engineer, Director of Transportation, Planning & Development (TP&D), Director of Traffic Operations and Collin County Area Engineer.
