Justin Messner, PE

Messner serves as Director of Municipal Services at WSB, where he leads multidisciplinary teams delivering infrastructure solutions for communities across Minnesota. With more than two decades of municipal engineering experience, Messner specializes in roadway design, drainage systems, water and wastewater management, pavement programs, and capital improvement planning. He has also led projects involving trenchless technologies, rehabilitation methods, and park and trail development. Based in Minneapolis, Minnesota, Messner serves as City Engineer for St. Anthony Village, North Branch, and Sunfish Lake, providing trusted leadership and expertise to municipal partners statewide.
