Julian McKinley

McKinley serves as Director of Contract Administration at WSB, where he leads contract management, compliance, and project administration across Florida and the Southeast. With more than two decades of experience in project engineering and management, McKinley brings proven expertise in overseeing construction operations, permitting, and program delivery. His leadership experience includes serving as Interim Director at the Jacksonville Transportation Authority, where he advanced the JTA Mobility Works program, and managing permitting operations for the Florida Department of Transportation. Based in Jacksonville, Florida, McKinley ensures WSB’s projects meet the highest standards of quality, accountability, and performance.
