Jennifer Bullard

Bullard serves as Vice President of Construction at WSB, where she oversees materials, construction management, and contract administration services across Oklahoma. With more than two decades of experience, including a long career at the Oklahoma Department of Transportation, she brings deep expertise in construction oversight, plan development, and constructability. Bullard has managed major transportation projects from local initiatives to large-scale system interchanges and is recognized for her collaborative leadership with municipalities, counties, tribal partners, and contractors. Based in Tulsa, Oklahoma, she was honored as the 2024 Woman of the Year by the Women in Transportation Seminar for her outstanding contributions to the industry.
