Cai serves as Director of Structures at WSB, where he leads bridge and structural engineering operations across Texas with a focus on quality, innovation, and efficiency. With nearly two decades of experience, he brings deep expertise in concrete and steel bridge design, rehabilitation, and complex multi-level interchange structures. His leadership extends to talent development, project oversight, and strategic growth initiatives. Based in Dallas, Texas, Cai has served as Engineer of Record on major infrastructure projects including the Dallas Southern Gateway, DFW International Airport Southwest End-Around Taxiway, and the North Houston Highway Improvement Project.
