Balmos serves as Vice President of Strategy at WSB, where he leads business development efforts and supports strategic growth across transportation, infrastructure, and private-sector markets. With more than three decades of experience in roadway, rail, and drainage engineering, Balmos has managed complex transportation projects from feasibility and schematic design through plans, specifications, and estimates preparation and delivery. His expertise spans collaboration with departments of transportation, toll road authorities, local governments, and private developers to advance high-quality, consensus-driven infrastructure solutions. Based in Houston, Texas, Balmos is dedicated to expanding WSB’s reach and strengthening partnerships across the region.
