Barker serves as Director of Right of Way at WSB, where he leads right of way services across the United States. With more than two decades of real estate experience, he specializes in acquisitions and relocations, providing deep expertise in land rights for both public and private clients. Barker oversees a team supporting projects in the government, commercial, and energy markets. A proven project manager, he is known for building trusted relationships and delivering fair, timely outcomes. Based in Minneapolis, Minnesota, Barker is an active member of the International Right of Way Association and has previously served on its Chapter 20 Executive Board.
