WSB, through its legacy firm Alta Science & Engineering, Inc., partnered with the City of Moscow to advance the Paradise Path Underpass and Multimodal Extension Project, improving connectivity for pedestrians and cyclists across the community.
The project links Paradise Path to northern areas of Moscow through a new underpass route that follows Paradise Creek, passes beneath Highway 8 through an existing bridge and connects to a new pathway along White Avenue.
Our team was initially engaged in 2014 to complete a feasibility study, including site survey and hydrologic evaluation of Paradise Creek. Hydraulic modeling played a critical role in determining whether the existing bridge could accommodate a pathway underpass while meeting no-rise criteria and maintaining adequate freeboard. Results were delivered through a feasibility report with conceptual designs and cost estimates, confirming the project was achievable.
In 2017, WSB was selected to complete final design. Using vehicle-mounted LiDAR technology, the team collected detailed survey data along White Avenue to complement creek data and inform pathway alignment and elevations. This data supported the design of path transitions, curbs and gutters, ADA-compliant pedestrian ramps and crosswalks.
The final design includes a 10-foot-wide, LED-lighted concrete underpass supported by retaining walls and pedestrian barriers, along with a new multi-use path connection. WSB also supported environmental permitting and delivered stamped construction documents in March 2018. The project was constructed successfully with no outstanding issues.
This work enhances safe, accessible multimodal connections within the City of Moscow while integrating infrastructure with the surrounding natural system.
