The City of St. Louis Park constructed a regional stormwater improvement and skate park in Carpenter Park, a city-owned parcel in the Bass Lake Preserve watershed. The stormwater detention and filtration system provides stormwater treatment to a previously untreated 42-acre sub-watershed which discharges to Bass Lake Preserve, a significant wetland complex.

The project includes construction of a sub-surface stormwater treatment facility that is projected to annually remove 27.6 pounds of phosphorus from the watershed. Additionally, the project provides a foundation for the city’s new 6,000-square-foot concrete skate park, which was built in conjunction with this project. The skate park not only creates a recreational opportunity, but also improves drainage within the park and adjacent parking lots around city hall and the police station.
