TH 10 Area Transportation Study, St. Cloud

WSB was selected to complete a transportation corridor study for TH 10 in St. Cloud between Benton Drive on the north and the southern boundary of Haven Township. The purpose of the study is to develop a long-range plan for the TH 10 corridor that will serve the transportation needs in this corridor. Issues to be resolved in the study include determining whether TH 10 should be a freeway or expressway in the study area, the future locations for access to TH 10, and for the freeway alternative the location and configuration of interchanges. As part of the study, WSB prepared concept layouts for different freeway alignments and interchange configurations. Detailed evaluation was conducted of the different alternatives to select a preferred concept plan for the corridor. Synchro/SIMTRAFFIC software was used to analyze the at-grade roadway network and intersections for each alternative. CORSIM microsimulation software was used to analyze grade separated alternatives. Environmental impacts are a key aspect of the evaluation process. The study was a joint planning effort between Mn/DOT and Sherburne County. Other participants in the study included the St. Cloud Area Planning Organization, Benton County, the City of St. Cloud, the City of Sauk Rapids, Minden Township, and Haven Township. The study was coordinated with several other studies in the area. WSB also developed a public involvement program to gather public input into the process.
