Grand Meadow Wind Project, Mower County

WSB’s Environmental Review Team and Survey Group provided services to enXco Development Corporation to develop a site permit application, wetland and habitat review, and ALTA surveys for the Grand Meadow Wind project in

Mower County, MN. This project involves installing up to 67 - 1.5MW turbines within a 45 square mile area. The project will generate approximately 100 MW of clean, wind powered electricity in a project to be jointly operated by enXco and Xcel Energy.

The site permit application prepared by WSB summarized environmental impacts and mitigation measures. A separate wetland and habitat study was also completed by WSB’s environmental scientists. This information assisted in the placement of the wind turbines to avoid and minimize impact the surrounding area. A Phase I Environmental Site Assessment (ESA) for a 45-square-mile site was also completed.

ALTA surveys were prepared for all of the properties where turbines will be located. These surveys contained the following information:

  • Current digital ortho photos
  • Parcel property boundaries
  • Title information
  • Existing easements
  • Wind lease agreement areas
  • Wind turbine locations
  • Proposed access roads
  • Minimum setback requirements
  • Proposed transmission and fiber optic cable routes

The survey field work consisted of:

  • Public Land Survey (PLS) corner verification and re-monumentation
  • Micro-sighting of the wind turbines
  • Construction surveys
  • Asbuilt surveys
