East Avenue Improvements, Mahtomedi

The East Avenue Improvement project was designed to alleviate high water tables, flooding, and unusually rapid street deterioration in the area. Most of the homes in the area reported below-grade water intrusion and street flooding, especially during and after a rainfall. This project included the construction of storm sewers, new roadways, edge drains, select lot line drainage structures, and the acquisition of permanent and/or temporary easements from 20 properties.

Right-of-way services included:

• Coordination of title research
• Meetings with landowners to view property and discuss the project plan and impacts
• Coordination of appraisals
• Drafting of conveyance documents
• Drafting of purchase offer and presentations to landowners of final offers
• Facilitating negotiation between landowners and the City
• Direct purchase of easements (no condemnation required)

The complete acquisition process took less than four months and local funding was used for the project.
