8th Street & Pinecone Road EA and Section 4(f) Evaluation,
St. Cloud

The St. Cloud Area Planning Organization selected WSB to prepare a Federal Environmental Assessment for the development of a north/south arterial west of TH 15 in the Cities of Sartell and St. Cloud. Neighborhoods in the Pinecone Corridor were concerned with safety and the noise impacts of a new arterial.

Three alternative corridors were identified for the north/south arterial. At the beginning of the study, WSB developed an evaluation and decision making process that was approved by the implementing agencies for selecting a preferred alternative. The process defined how the trade-offs would be made between social-environmental issues, transportation issues, and economic issues.

Some of the key environmental issues included wetlands, parks, Sauk River crossing, impacts to the historical Veteran’s Administration Property, and impacts on the development potential of the downtown Sartell Plan. Project Components:
