Sarazin Street, 4th Avenue, and Cavanaugh Drive
Reconstruction, Shakopee

This was a $2,982,000 reconstruction project for Sarazin Street, 4th Avenue, and Cavanaugh Drive that involved segments of total street reconstruction, pavement reclamation, and upgrading a rural gravel road to an urban section with curb and gutter. WSB coordinated with the area businesses, private residences, Union Pacific Railroad, and future developments within the project area. This project was completed on time and within budget. Some of the major construction aspects included:

  • Addition of sidewalks and bituminous trails.
  • Installation of new trunk sanitary sewer and water main.
  • Upgrade to Union Pacific Railroad crossing on Sarazin Street.
  • Coordination and relocation of private utilities such as gas, electric, phone cable and fiber optic.
  • Installation of new trunk and lateral storm sewer systems including a regional pond.
  • Shallow bedrock conditions require rock blasting for much of the proposed sewer and water installations.
  • Design was done to Mn/DOT State Aid Standards since 4th Avenue and Sarazin Street were designated State Aid routes.
  • Both 4th Avenue and Sarazin Street connected into Scott County Highways and required construction with the County’s design standards.
  • The traffic signal at 4th Avenue and CSAH 17 was revised to meet the new roadway geometrics and to facilitate improved traffic flow.
  • Project was constructed under local traffic since many properties only had access from the project’s reconstructed roads.
