CSAH 61 (Bren Road to Excelsior Boulevard) EA and Roadway Improvements, Hennepin County

WSB was retained by Hennepin County to provide comprehensive engineering services for the reconstruction of CSAH 61 (Shady Oak Road) from Bren Road to CSAH 3 (Excelsior Boulevard). The project length is approximately 1.6 miles, and the reconstruction includes: expansion from two-lane to four-lane with channelized turn lanes; rehabilitation and widening of Bridge No. 27533 over the SOO line railroad; complete replacement of Bridge No. 90596 over the HCRRA Southwest LRT corridor; off-road trail running the full project length. Twelve structural retaining walls were developed to accommodate the significant topographic changes and bridge embankments within the roadway corridor. WSB prepared environmental documentation for the project (Environmental Assessment, Environmental Assessment Worksheet, Programmatic 4(f)/6(f) Evaluation). WSB provided preliminary engineering design work and associated public involvement services. WSB, in conjunction with the City of Minnetonka and Hennepin County, established a citizen advisory committee (CAE) during the preliminary design phase to engage local citizen involvement into development of the proposed improvements. Six neighborhood representatives were selected to assist in bringing forth local neighborhood concerns and to help communicate their neighbor's solutions to and/or reasons why certain design elements were incorporated. This served as an essential tool to receive local residential concurrence with the project. Construction will begin in spring 2008 and continue for two years.
