The City of Champlin, in partnership with Hennepin County and the Metropolitan Council of Environmental Services (MCES), will be completing construction of the improvements to Hayden Lake Road, French Lake Road, Vera Street, and Champlin Drive by early summer 2008. The new Tilden Avenue roadway

connection, between Hayden Lake Road and French Lake Road, is scheduled to be completed by late June. The contractor completed the City sanitary sewer and water extensions to the residents along Vera Street along with completing the first lift of bituminous paving in late 2007.

The proposed three-span bridge was substantially completed over Elm Creek in 2007 which contains a 12-foot path on the west side and an 8-foot sidewalk on the east side to facilitate pedestrian and bicycle users. The City also was able to install a new signal light at the intersection of Cartway Road and Hayden Lake Road which helps pedestrians to safely cross these roadways. A secondary pedestrian signal was added by Hennepin County between Gettysburg Avenue and Champlin Drive to provide additional pedestrian crossings of Hayden Lake Road. The proposed 8-foot bituminous trail along the west side of Tilden Avenue from Valley Forge Lane to Hayden Lake Road will be completed by July 1, 2008. The 8-foot trail, when completed, will extend from Valley Forge Lane to Cartway Road where it then narrows up to a 5-foot sidewalk down to Champlin Drive to complete the pedestrian connection along the project corridor.

MCES was able to substantially complete their extension of the new MCES trunk sanitary sewer line westerly from the City limits of Champlin, about 1,500 feet,

into the City of Dayton in 2007. MCES also began construction of the new sanitary sewer lift station at the corner of Tilden Avenue and Hayden Lake Road which is scheduled to begin operation in late October or early November 2008. The lift station will allow the residents along Vera Street to connect into the new City sanitary sewer system when the MCES lift station is completed.

The improvements to Hayden Lake Road / Tilden Avenue / French Lake Road, along with Champlin Drive, are the largest public improvement project the City of Champlin has undertaken in its history. In an effort to provide the most up-to-date and current information, the City established a project website linked to the City’s website. We encourage you to utilize the website and to forward any concerns or comments to us so we can effectively respond in a timely fashion.

In addition to the website, the City will be periodically mailing construction newsletters to the residents directly affected by the project. These letters will also be posted on the website for your information.
